This is a security feature, often triggered when Protected View is active and the file originates from an untrusted location (your EBS URL). The primary fix is to add the EBS URL to the trusted sites in your Windows Internet Options configuration.

If we cannot modify global trusted sites, what is the best alternative for permanent resolution?

For a corporate-wide permanent solution, your security team should import the Enginatics Certum Code signing public certificate into the Trusted Publishers certificate store on client machines.

And if we want a temporary client-side fix without certificates?

A temporary client workaround is for users to go to Excel Trust Center Settings and add the download location of the output files to their Trusted Locations list.
