EBS Reporting Output Limits and Excel Formatting

We frequently run inventory valuation reports using BI Publisher in EBS 12.1.3, but the output defaults to XLS format, severely limiting the row count to 65,536. How can we consistently generate reports in the newer XLSX format to handle high volumes without having to develop complex custom solutions?
