Is there a profile option to set a default maximum number of rows returned by a report globally?

Yes, you can configure the profile option ‘Blitz Report Row Limit’. This sets the default limit for the maximum number of rows returned by Blitz Report if it is not set up on the individual report level.

What is the default value for this limit?

      The default is ‘no limit’.

If the row limit is exceeded for an XLSX output, how is the excess data handled?

If the limit is exceeded (or if the default Excel sheet row limit is hit), the data overflows to additional sheets at every 1,048,575 rows for XLSX output format.
