EBS 12.1.3 BI Publisher Excel templates generate XLS instead of XLSX and limit row number to 65,536

We are stuck running critical high-volume reports in EBS 12.1.3, specifically related to Supply Chain transactions, because the exports fail immediately after reaching 65,536 rows. Is this a known limitation with Oracle’s standard tools?

      Yes, this is a known technical constraint commonly encountered in EBS 12.1.3 environments. The standard BI Publisher Excel templates often generate output in the older XLS format, which is restricted to 65,536 rows, rather than the newer XLSX format. This architectural limitation severely restricts high-volume reporting.
