EBS 12.1.3 BI Publisher Excel templates generate XLS instead of XLSX and limit row number to 65,536

We are operating on EBS 12.1.3, and any attempt to generate high-volume inventory valuation or supply chain reports using BI Publisher Excel templates results in failure at exactly 65,536 rows. Can you explain the root cause of this limitation and confirm if it is a standard Oracle issue?

      Yes, this is a well-documented constraint within EBS 12.1.3 environments. The root cause is that the BI Publisher Excel templates in this version default to generating output in the older XLS format, which has an inherent technical restriction of exactly 65,536 rows. To handle larger datasets, the output must be generated in the newer XLSX format, which is not the standard behavior for these templates.
