Does Oracle Discoverer 11g work with Oracle Database 19c?

We are currently running Oracle Discoverer Desktop version 11.1.1.7 and attempting to connect it to our upgraded Oracle Database 19c (19.20.0.0). We are consistently receiving a connectivity error stating: ‘No matching authentication protocol’. Does Oracle Discoverer 11g work with Oracle Database 19c given this issue?
