The ‘User Admin’ profile allows the user to access and run all reports in the system, regardless of report assignments.

User Admins can create or modify report assignments.

Can they modify report SQL or configuration?

They have view only access to report SQL and setup, meaning they cannot create or modify reports, uploads, or system/protected reports.
