APP-FND-02901: You do not have access privilege to any operating unit

When users try to open the Blitz Report form, they get the error APP-FND-02901: You do not have access privilege to any operating unit.

      This error, related to Multi-Org Access Control (MOAC), means the current security profile setup does not grant access to any operating unit, or the underlying security compilation is outdated.

      What is the necessary action to update the security compilation?

      You must manually run the ‘Compile Security’ concurrent program and ensure it completes normally. This program inserts records into fnd_compiled_menu_functions and is required after security profile changes.

      If the error persists, it may be cached on the server side. You should clear the cache manually using the Functional Administrator responsibility (Core Services > Global Configuration > Caching Framework > Clear All Cache), and potentially restart Apache or all application services.
