Where we can always download the latest stable release?

We understand that it is costly going through a full test cycle for smaller bug fixes like this.

In case customers find bugs, we resolve them and make the corrected code immediately available for download on our website, to prevent other customers encountering the same issue again.
Such smaller bugfix releases are showing the date of the code as a subversion on our download page:

When we do major functionality enhancements, we release those as new versions, listing the new functionality, and all included bug fixes up to that date on our changelog page.

In case of this specific multiple values problem, the bug has always been in our code and was just not spotted before.
If you would want to avoid the effort of upgrading Blitz Report to the latest code version, you could instead apply a workaround for this problem, which would be removing the problematic Advanced Required Parameters condition like this:

The only downside of this approach could be that users might accidentally run the item upload without sufficient parameters, which might take a long time, in case you have many inventory items and organizations.
